Ir. David LEUNG is a Chief Engineer in the Drainage Services Department (DSD) of the Government of Hong Kong Special Administrative Region.

David is a civil engineer by profession and has about 30 years of experience in the engineering field. Before assuming the current post to oversee the planning, operation and maintenance of the stormwater drainage and sewerage systems in Hong Kong Island and Outlying Islands, David was devoted in the implementation of various infrastructure projects in support of the sustainable development of Hong Kong including the Central-Wan Chai Bypass and Relocation of Shatin Sewage Treatment Works to Caverns.
