Kelvin LO has worked in different engineering areas including Railway Development Strategy in the then Transport Bureau; mega road projects in Highways Department; procurement policies and infrastructure for land supply in Development Bureau; and corporate administration in Civil Engineering and Development Department. He was the then Director of Drainage Services Department, managing separate stormwater and wastewater systems totaling over 4,700 km and a portfolio of diverse drainage and sewerage projects reaching $190 billion. Since 4 November 2020, he has been the Director of Water Supplies Department, managing water assets totaling over 8,300 km to supply water of over 1.3 billion cubic metre per year, and regulating the water supply for fire service and inside service of over 3.1 million registered customers. He also leads the department to press ahead with the Total Water Management Strategy to manage water demands and diversify water resources against increasing drought risks under climate change.
