Ir Michael Fong is currently the Director of Civil Engineering and Development, leading over 2,000 staff of the Civil Engineering and Development Department to deliver Hong Kong’s land supply and key infrastructure projects, among which is the Northern Metropolis, which serves as a key driver for the social and economic growth of Hong Kong. He is also in charge of managing the coastal and landslide risks of Hong Kong with a view to making Hong Kong a world-class sustainable and resilient city for living, working and playing.

Over the past 30 years, Michael has held numerous positions in various work departments, as well as the Development Bureau. He is widely known in the construction industry as a determined champion of construction collaboration, safety and innovation technologies.
