Mr NG Chan-leung, Freddy joined the Hong Kong Fire Services Department in 1993 as a Station Officer and has served the Fire Services Department for over 29 years. He was promoted to Deputy Chief Fire Officer (Operational Support and Professional Development) in 2022. He is now serving as the Commandant of Fire and Ambulance Services Academy.

During his service, he was mainly responsible for the formulation of fire protection policies, firefighting and emergency rescue services and other areas. Mr. NG now oversees the Operational Support and Professional Development Command. He is responsible for the operation of the Fire Services Communications Centre and the Fire and Ambulance Services Academy and also oversees issues relating to recruitment, training and examination, workshop and transport matters.

Mr NG obtained a Master degree in Management (Public Sector Management) from the Hong Kong Polytechnic University, Bachelor of Laws degree from the University of London and a Bachelor degree in Mechanical Engineering from University of Brighton (UK). During his career, he has attended different overseas development courses. He has completed the National Studies Course in Peking University and the Leadership Decision Making Program at Harvard Kennedy School in the United States.
