Dr. LEUNG Siu Fai, SBS

Dr. LEUNG Siu Fai is a veteran public‑sector leader with more than 30 years of experience advancing sustainable agriculture and fisheries, biodiversity conservation, ecological preservation, and animal welfare in Hong Kong. Trained as a marine biologist with a BSc in Zoology and a PhD in Marine Biology from The University of Hong Kong, he joined the Hong Kong SAR Government’s Agriculture, Fisheries and Conservation Department in 1991 and rose through successive senior roles to become Director in 2015. Throughout his career, he played a pivotal role in developing and implementing policies on protected area management, sustainable natural resource use, and ecological stewardship, while leading multidisciplinary teams and fostering strong collaboration across industry, academia, and community partners. Following his retirement in 2024, Dr Leung joined the Hong Kong University of Science and Technology as an Adjunct Professor in 2026, where he now focuses on advancing Nature‑based Solutions (NbS) as essential strategies for enhancing climate resilience, biodiversity conservation, and ecosystem services, and contributes to efforts to scale NbS across Hong Kong and the Greater Bay Area.
