Ir Henry CHANG is a Building Services Engineer by profession and has been a corporate member of the Hong Kong Institution of Engineers since 1997. He possesses over twenty year’s bountiful experiences in the local construction industry. In the late 90s, he joined the Housing Department. Since then, he serves a wide spectrum of duties to assist the Department in the development and enhancement of building services engineering design works, project management, site construction administration and contract procurement of a variety of major building construction projects. As the Chief Building Services Engineer of Housing Department, he supervises the Building Services Section of the Housing Department, overseeing project management; technical standards and specifications; research and development of new technology applicable to public housing such as adoption of renewable energy and energy efficient installations in public housing developments. He has also driven the development of MiMEP (Multi-trade Integrated Mechanical, Electrical and Plumbing) application in public housing projects.
